If you want to solve “a problem from hell” I guess you need … the mandate of Hell. Might be a good idea to know or at least be on good terms with the King Of Hell,

Water and the moon are changeable, and water dissolves things, thus the idea of dissolution. Usually three dots on top indicates virtue, excellence, directed such good values and outcomes. Here however it is water. Thus 宵 is associated with night, specifically a forced march at night – to strike with surprise, usually at or preferably just before dawn, to scatter the enemies forces and disappear. A raid.

A punitive expedition is the upright path of state power which is going to eradicate the forces of disorder.
It’s not pleasant pretty, nor puffy and fluffy: no rainbows, just painbows. 

To solve a problem from hell you must understand hell thoroughly.

International law has long regarded States as having the right to undertake punitive expeditions with limited specific objectives as a proportionate response to e.g. piracy, abductions, and other clear violations of international law such as terrorism. Reprisals, which would otherwise be unlawful, are lawful countermeasures when justified  by the illegal acts of other states, whether by their direct action or their failure to maintain order, as where a State becomes a safe harbor for pirates or terrorists.

Back when fools were touting the stupid idea of “responsibility to protect” and “humanitarian intervention” (droit de l’ingerance) I decided not to try to rectify their stupidity and instead let it play out to obvious failure since
a) Russia or China (not to mention countries which are not permanent members of the security council) would latch onto those ideas to justify or excuse their own unilateral armed interventions.
b) it would fail, falling under its own weight. Countries generally don’t like getting caught up in deadly dirty insurgencies in the names of peace dope and free love puppies unicorns or rainbows.

Yet in any language we find the term “punitive expedition” e.g. карательная экспедиция, expédition punitive, Strafexpedition etc.

Going forward, the USA and its NATO allies will be engaging in occasional limited punitive expeditions.
So will Russia and other CSTO Member States like China. You should thank them for doing your dirty work: state power is organized rational and thus limited violence as opposed to the random murders of terrorsts drug dealers and even some rebels. There are common enemies of all mankind hostis humani generis: pirates, slavers, genocidaires, and terrorists.

Might also help to read everything Colin Powell wrote and that Chinese book “Unrestricted Warfare”. And ask yourself just who is “The King of Hell”.
