遵守 zun shou means lit. to follow with respect and receive, to respect and accept, i.e. to obey
违反 wéifǎn means to violate lit. to disobey + reflect back (whether lit. or metaphoric). i.e. to violate
It’s easier to learn words as paired opposites, with colocations and preferably with a sample sentence.

Although I obey the law, a criminal violates the rules.
